Information
Redistricting Goals
- Populate Cub Run Elementary School, River Bend Elementary
School, and East Rockingham High School as they are opened in 2008,
2009, and
2010, respectively. Note: click to see the
architectural plans for CRES,
RBES,
or ERHS
at MosleyProjects.com.
- Prepare for future expected growth at targeted schools.
- Reduce overcrowding at all RCPS schools, closely monitoring
class size. Reduce and/or eliminate existing mobile units.
- Place students in schools which are convenient given the
highway infrastructure.
- Make efficient use of current and future resources.
- As best possible, create and ensure that schools include a
diverse population, representing Rockingham County communities.
- Work to ensure a community of students in which all
students in an elementary school attend the same middle and high school.
- Wherever possible, build in choice for seniors or
families,
such as “grandfathering.” School growth and
capacity will
be factors in these choice options.
- Communicate in many different ways to our families about
these opportunities for expansion.
- Ensure high instructional standards, best technology,
appropriate remediation and enrichment services, and strong
extra-curricular programs for students in all schools.
- Maintain high quality teachers in each school as staffing
undergoes transition.

2008-09 Elementary School Plans
Cub Run Elementary School
- 318 students
redistricted from PKVES to CRES including those who reside:
- North of US 33
- In the subdivisions of Barrington, Taylor Springs,
Battlefield, Preston Lake, and adjacent roads
- South of McGaheysville Rd to
Port Republic Rd, east of, and including, Pineville Rd
- 123 students redistricted from LSES to CRES including those who reside:
- In Valley View neighborhood and in the area south of (not including) Trinity Church Rd,
Flook Lane, Haines Quarter Rd, and Armentrout Path
- 32 students redistricted from PVES to CRES including those who reside in
area north of Port Republic Road where new hospital is being built

Dam Road
- CRES PK-5 enrollment will be approximately 523.
- The CRES attendance area was constructed from parts of the Peak View, Lacey Spring, Pleasant Valley, and McGaheysville Elementary School attendance areas and can be described as: SOUTH FROM (not including) Trinity Church Rd,
Flook Lane, Haines Quarter Rd, and Armentrout Path. EAST FROM current Linville Edom district from, not including, Trinity Church Road south to the city of Harrisonburg, including the Valley View neighborhood and surrounding areas; Smithland Road to Keezletown Road following the city of Harrisonburg all the way to Port Republic Road. NORTH FROM Port Republic Road (not including Port Republic Road except the portion of Port Republic from the city of Harrisonburg to Stone Spring road), including Mattie Drive & North, intersection of Boyers Road and Port Republic Road, intersection of Buckland Drive and Port Republic Road, encompassing Barrington, Taylor Springs, Preston Lake and Battlefield subdivisions, to the intersection of US 33 and Cross Keys Road. North from, and including, US 33 and Montevideo Circle. EAST OF, and including, Pineville Road and adjacent roads to the intersection of Pineville Road with Port Republic Road. North of Port Republic Road, including Doe Hill Road, Lynnwood Road and portions of Lawyer Road. WEST FROM, and including, Power Dam Road to its intersection with Three Springs Road, Pats Lane, and including Old US 33 to its intersection with Power Dam Road, to the intersection of US 33 and the entrance to Spotswood High School. The CRES area surrounds Spotswood High School and follows the current attendance line with McGaheysville Elementary School northward.
Peak View Elementary School
- 318 students
redistricted from PKVES to CRES
- 130 students
redistricted from PVES to PKVES including those
who reside in an area south of Port Republic Road including the Grassy
Creek neighborhood
- 11 students redistricted from PKVES to MES including those
who
reside in the Treeland Lane and S. Eastside Highway (US 340) areas.
- 26 students redistricted from SRES to
PKVES including those who reside in the southwest corner of the current
SRES district.
- Students who remain at PKVES include those in the Highland Park, Lake Pointe, Lakewood, and Crossroads Farms subdivisions.
- PKVES PK-5
enrollment will be approximately 420
(current enrollment is 614).
- The PKVES area is described as follows: SOUTH FROM (and including) Port Republic Road from the city of Harrisonburg to its intersection with Buckland Drive (except for Port Republic Road from Harrisonburg city limits to Stone Spring Road), encompassing Highland Park, Lake Pointe, Crossroads Farm, and Lakewood subdivisions to the intersection of US 33 and Cross Keys Road. South from, (not including) US 33 and Montevideo Circle. WEST FROM (not including) Pineville Road and Peaks View Circle, to the intersection of Pineville Road and Port Republic Road. West of, and including, Shady Grove Road, Rodehaver Road, Stoney Lick Road, Showalter Road. East Timber Ridge Road, Scotts Ford Road, Raines Road, and Cedric Lane. West from, not including, LeRoy Road and Bingham Road. NORTH FROM the Augusta County line including Ironhorse Road, Beginning Lane, Lands Lane, and Newcomber Lane. EAST FROM, and including, Cross Keys Road from the Augusta County line to Port Republic Road. and including Oak Ridge Road north of its intersection with Pleasant Valley Road, Spaders Church Road north of its intersection with Pleasant Valley Road, Osceola Springs Road from its intersection with Grassy Creek Road, to the city of Harrisonburg. Among included areas are the Grassy Creek neighborhood and homes in the County off Stone Spring Road.
Lacey Spring Elementary School
- 123 students redistricted from LSES to CRES including those who reside:
- In Valley View neighborhood and in the area south of (not including) Trinity Church Rd,
Flook Lane, Haines Quarter Rd, and Armentrout Path
- 87 students redistricted from PES to
LSES including those students who reside east of I-81.
- LSES PK-5 enrollment will be approximately 333 (current enrollment is 356).
- The LSES attendance area is the same as current Lacey Spring area except 1) its southern boundary has now been moved to, and including, Trinity Church Road to its intersection with Indian Trail Road, including all of the following: Family Tree Lane, Nehi Lane, Shipp Lane, Flook Lane, Mountain Valley Road beginning with its intersection with Flook Lane, Armentrout Path, Haines Quarter Road, Dancing Bear Lane, and Misty Mountain Lane and 2) its northern boundary has been extended to the Shenandoah County line, bounded by I-81 on the west.
Plains Elementary School
- 87 students redistricted from PES to
LSES including those students who reside east of I-81.
- PES PK-5 projected enrollment is 457
(current enrollment is 543).
- The revised PES attendance area is the current Plains area
with the eastern boundary moved to Interstate 81.
Pleasant Valley Elementary School
- 130 students
redistricted from PVES to PKVES including those who reside in an area
south of Port Republic Road including the Grassy Creek neighborhood
- 32 students redistricted from PVES to CRES including those who reside in
area north of Port Republic Road where new hospital is being built
- PVES northwestern attendance boundary is extended to include Pike Church Road, Claude’s Lane, Crestview Lane, and Hidden Hollow Lane (no students affected in 2008-09).
- PVES PK-5 enrollment will be approximately 227 (current enrollment is 378).
- The revised PVES attendance area is the same as the current PVES area with these changes: 1) the northwestern attendance boundary is extended to include Pike Church Road, Claude’s Lane, Crestview Lane, and Hidden Hollow Lane 2) the northeast boundary has been moved southward, now including Pleasant Valley Road plus Osceola Springs Road to its intersection with Grassy Creek Road, Quail Oaks Lane, and Blossom Drive. The east boundary remains at, and does not include, Cross Keys Road.
McGaheysville Elementary School
- 11 students redistricted from PKVES to MES including those
who
reside in the Treeland Lane and S. Eastside Highway (US 340) areas.
- 32 students
redistricted from MES to CRES including those who reside very near to
CRES and on parts of Power Dam Road.
- MES PK-5 enrollment will be approximately 435
(current enrollment is 441).
- The revised MES attendance area for 2008-09 is the current McGaheysville area except central western boundary now begins with, and does not include, Power Dam Road from its intersection with Three Springs Road to its intersection with old US 33. The southwest boundary has been expanded to include a section of S. Eastside Highway, Lonesome Lane, and Treeland Lane.
South River Elementary School
- 26 students redistricted from SRES to
PKVES including those who reside in the southwest corner of the current
SRES district.
- SRES PK-5 enrollment will be
approximately 417
(current enrollment is 426).
- The South River attendance area is the same as the current district except its western boundary has been moved eastward, now beginning with, and including, LeRoy Lane, Scotts Lane, and Kemper Lane. Its attendance area includes the town Port Republic and follows Port Republic Road to its intersection of Doe Hill Road. Includes Harper Mill Road and a portion of Lawyer Road.
John Wayland Elementary School
- JWES northeastern boundary is moved to now include Liskey Drive, Lewis Byrd Road, and Oak Grove Lane
- JWES PK-5 enrollment will be approximately 542 (current enrollment is 566).
- The John Wayland attendance area remains unchanged from its current area with the exception that Pike Church Road, Claude’s Lane, Crestview Lane, and Hidden Hollow Lane are no longer in the JWES district.
The remaining six elementary schools (FRES, JCMES, LEES, MVES,
OES, EES) will not have attendance areas changed for
2008-09.
2008-09 Middle School Plans
J. Frank Hillyard Middle School
- 37 rising 6th and 7th graders in the LSES areas affected by redistricting will have a choice of which middle school to attend. They may attend JFHMS or MMS.
- Busing will be provided in all cases.
- Families will be asked to indicate their choice prior to May 1, 2008
- JFHMS 6th-8th enrollment will be approximately 830 if all 37 attend JFHMS; 793 if all 37 choose MMS (JFHMS current enrollment is 825).
Wilbur S. Pence Middle School
- 34 rising 6th and 7th graders in the PVES areas affected by redistricting will have a choice of which middle school to attend. They may attend WSPMS or MMS.
- Busing will be provided in all cases.
- Families will be asked to indicate their choice prior to May 1, 2008
- WSPMS 6th-8th enrollment will be approximately 696 if all 34 attend WSPMS; 662 if all 34 choose MMS (WSPMS current enrollment is 756).
Montevideo Middle School
- 71 rising 6th and 7th graders in the LSES and PVES areas affected by redistricting will have a choice of which middle school to attend. They may attend the middle school previously assigned (JFHMS or WSPMS) or MMS.
- Busing will be provided in all cases.
- Families will be asked to indicate their choice prior to May 1, 2008
- MMS 6th-8th enrollment will be approximately 586 if none choose MMS; 657 if all 71 choose MMS (MMS current enrollment is 607).
Elkton Middle School
- No redistricting for 2008-09.
2008-09 High School Plans
No changes will be made. All high school students will attend
the high school they are currently assigned to attend.

2009-10 Redistricting Plan
2009-10 Elementary School Plans
River Bend Elementary for 2009-2010
- 317 students redistricted from EES to RBES including those who reside:
- West of the Shenandoah River
- South of US 33 outside the city limits of Elkton
- East of Elkton south of (and including) Mt. Pleasant and Huckleberry Roads
- 63 students redistricted from MES to RBES including those who reside in a section east of the intersection of Resort Drive and US 33.
- RBES projected enrollment is 407.
- The RBES attendance area includes students in the current EES area west of the Shenandoah River, south of US 33 except those inside the city limits of Elkton, and east of Elkton keeping south of (not including) Newtown and Thoroughfare Roads.
Elkton Elementary for 2009-2010
- 317 students redistricted from EES to RBES including those who reside:
- West of the Shenandoah River
- South of US 33 outside the city limits of Elkton
- East of Elkton south of (and including) Mt. Pleasant and Huckleberry Roads
- 5th graders return from EMS.
- EES PK-5 projected enrollment is 347 (current PK-4 enrollment is 555).
- The revised EES attendance area will includes all of the Town of Elkton except the streets west of the Shenandoah River and Mt. Pleasant Road. In addition it will include all of the area on Route 340 north to the Naked Creek Road (county line). Naked Creek Road is the northern boundary traveling east to the end of the road and continuing along the county line. The southern boundary includes streets within the city limits of Elkton and includes Newtown and Thoroughfare roads. The East boundary is county line.
McGaheysville Elementary for 2009-2010
- 63 students redistricted from MES to RBES including those who reside in a section east of the intersection of Resort Drive and US 33.
- MES PK-5 projected enrollment is 362 (current enrollment is 441).
- The revised MES attendance area is the same as the McGaheysville area after 2008-09 redistricting area except students east of the intersection of Resort Drive and US 33 have now been moved to the River Bend district.
Fulks Run Elementary for 2009-2010
- 46 students redistricted from JCMES to FRES including those
who reside in the Runion's Creek area.
- FRES PK-5 projected enrollment is 266
(current enrollment is 200).
- The new FRES area is the current Fulks Run area with the
eastern boundary moved to the intersection of Route 259 and North
Mountain Road. Includes all of the Runions Creek area.
John C. Myers Elementary for 2009-2010
- 46 students redistricted from JCMES to FRES
(Runion’s Creek).
- 42 students redistricted from JCMES to LEES including
students
who reside south of Wengers Mill Road including the Singers Glen area.
- 40 students redistricted from JCMES to MVES including
students who reside on and south of Well Hollow Road and Peter Driver
Lane
- JCMES PK-5 projected enrollment is 405
(current enrollment is 530).
- The JCMES attendance area is the current John C. Myers area
with the southern boundary moved to Wengers Mill Road (including both
sides of Wengers Mill Road and US 42 as far south as its intersection with Kratzer Road). Includes all students north of
Wills
Creek Road/Wengers Mill Road intersection. and north of the
intersection of Frank Lane & Hoopin Hollar Lane.
Linville Edom Elementary for 2009-2010
- 42 students redistricted from JCMES to LEES including
students
who reside south of Wengers Mill Road including the Singers Glen area.
- 57 students redistricted from LEES to MVES including those
who reside west of US 42 from Greenmount Road southward.
- LEES PK-5 projected enrollment is 192
(current enrollment is 221).
- The new LEES attendance area is the same as the current
Linville Edom area with western boundary now at the Hoopin Hollar
Lane/Frank Lane intersection to the intersection of Mayberry
Road/Baxter Lane. The northern boundary includes
homes
south of, but not including, Hoopin Hollar Lane, John Brock Road, and
Wengers Mill Road to US 42. West of US 42 the area
is the
same as the previous LEES attendance area and includes Kratzer Road.
Mountain View Elementary for 2009-2010
- 57 students redistricted from LEES to MVES including those
who reside west of US 42 from Greenmount Road southward.
- 40 students redistricted from JCMES to MVES including
students who reside on and south of Well Hollow Road and Peter Driver
Lane.
- 66 students
redistricted from MVES to OES including those students who reside in
the Clover Hill area and Coopers
Mountain Road and adjoining roads.
- MVES PK-5 projected enrollment is 540
(current enrollment is 468).
- The revised MVES attendance area is the same as the current MVES district except the Clover Hill and Coopers Mountain Road areas are now
moved to the
OES attendance area (see below). And, the northern boundary has been
expanded to include parts of what was previously LEES and JCMES
areas. This includes Greenmount Road, Well Hollow Road, Peter
Driver Lane, and Copperhead Roads and south.
Ottobine Elementary for 2009-2010
- 66 students
redistricted from MVES to OES including those students who reside in
the Clover Hill area and Coopers
Mountain Road.
- OES PK-5 projected enrollment is 238
(current enrollment is 176).
- The new OES attendance area is the current Ottobine area
with
the northern boundary moved to include the Clover Hill area and Coopers Mountain Road.
Includes these roads which adjoin Coopers Mountain Road: Gladstone Drive, Grandmas Lane, Annies Run Lane, Evas Lane, Teddy Lane, Bare Lane, and Monarch Lane. Includes all of Robinson Road, Sweetwater Road to the east and West Dry
River road to the south. Includes Clover Hill Road from its intersection with Coopers Mountain Road southward.
No additional changes for 2009-2010 to:

2009-10 Middle School Plans
Elkton Middle School
- 5th graders return to EES or RBES.
- All 6th-8th grade students who reside in new MES, EES, and
RBES areas attend EMS.
- Projected enrollment is 495
(current enrollment is 513 including 5th grade).
Montevideo Middle School
- All 6th-8th grade students who reside in new CRES, PKVES,
and SRES areas attend MMS.
- 71 7th and 8th grade students in the PVES and LSES redistricted attendance areas may choose to attend their currently assigned middle school or MMS. Bus transportation will be provided. Requests will be received by May 1, 2009.
- Projected enrollment is 603 if all 71 attend MMS; 532 if none of them attend MMS
(current enrollment is 607).
J. Frank Hillyard Middle School
- All 6th-8th grade students who reside in new FRES, JCMES,
LEES, PES, and LSES areas attend JFHMS.
- 37 7th and 8th grade students in the LSES redistricted area may choose to attend JFHMS or MMS. Bus transportation will be provided. Requests will be received by May 1, 2009.
- Projected enrollment is 722 if none of the 37 remain at JFHMS; 759 if all 37 stay
(current enrollment is 825).
Wilbur S. Pence Middle School
- All 6th-8th grade students who reside in new MVES, PVES,
OES, and JWES areas attend WSPMS.
- 34 7th and 8th grade students in the PVES redistricted area may choose to attend WSPMS or MMS. Bus transportation will be provided. Requests will be received by May 1, 2009.
- Projected enrollment is 658
if none of the 34 remain at WSPMS; 692 if all 34 stay (current enrollment is 756).
2009-10 High School Plans
No changes will be made. All high school students will attend
the high school they are currently assigned to attend.

2010-11 Elementary School Plans
No additional changes planned.
Students attend elementary schools as redistricted in
2008-2010.
School Board will continually evaluate student enrollments and
address redistricting needs as they arise.

- All 9th-12th grade students who reside in MES, EES, and
RBES areas attend ERHS.
- Projected enrollment is 669.
Spotswood High School
- All 9th-12th grade students who reside in CRES, PKVES, and
SRES areas attend SHS.
- Projected enrollment is 780
(current enrollment is 1315).
Turner Ashby High School.
- All 9th-12th grade students who reside in MVES, PVES, OES,
and JWES areas attend TAHS.
- Projected enrollment is 1011
(current enrollment is 1109).
Broadway High School
- All 9th-12th grade students who reside in FRES, JCMES,
LEES, PES, and LSES areas attend BHS.
- Projected enrollment is 1046
(current enrollment is 1093).

Go Early Plan
Go Early Plan
- All K-12 students in a 2009-10 or 2010-11 redistricted area
may elect to go earlier to their assigned elementary, middle, and high
school according to the redistricting plan. These placements would be
on a space available basis. SHS will not have space available until
2010. Parents must provide transportation for those
students who are approved to go early.
- Family requests will be received prior to May 1, 2008 for the 2009-10 school year, and prior to May 1, 2009 for the 2010-11 school year.

Grandfathering Plan
Grandfathering Plan
- 5th Grade Grandfathering in 2008-09 and 2009-10
- In 2008-2009, all redistricted rising 5th graders may
elect to remain in their currently assigned school, except those
students being redistricted from PKVES to CRES. Parents are required to
provide transportation for those students who remain in their currently
assigned school.
- In 2009-2010, all redistricted rising 5th graders may
elect to remain in their currently assigned school, except those
students being redistricted from EES to RBES. Parents are required to
provide transportation for those students who remain in their currently
assigned school.
- 8th Grade Grandfathering in 2009-10
- 8th grade students in the affected areas of the
redistricting plan may apply to stay in their current school. Parents
are required to provide transportation for those students who remain in
their currently assigned school. Permission will be granted on a space
available basis.
- High School Grandfathering in 2010-11
- 12th grade students in the affected areas of the
redistricting plan may elect to stay in their current school. Parents
are required to provide transportation for those students who remain in
their currently assigned school.
- Parents of students in 10th and 11th grades being
redistricted to SHS from the Pleasant Valley and Lacey Spring
Elementary School areas may request grandfathering opportunities based
on hardship. These students do not have the option to transfer to SHS
prior to the opening of East Rockingham High School in 2010.
- All 5th, 8th, and 12th grade grandfathering requests must be received prior to May 1 of the year in which grandfathering is permitted.
